Arts Build Communities (ABC)

Arts Builds Communities (ABC) is a program funded by the Tennessee General Assembly and administered in cooperation with the Tennessee Arts Commission and Rose Center & Council for the Arts. The short-term objective of this grant is to create a decentralized distribution process for certain State dollars. A long-term objective is to build Tennessee's communities by nurturing artists, arts organizations (including local arts agencies), and arts support in each of its ninety-five counties.

Rose Center will hold a block grant figured on a per capita basis and we will sub-grant these funds through a competitive grant process for arts activities being undertaken by non-profit organizations like yours. Rose Center will also provide technical assistance to artists, arts organizations, and other non-profit groups to help develop your county's cultural resources, and thereby "build communities."

Who Can Apply?

Rose Center & Council for the Arts will be providing grant opportunities for art projects to any non-profit 501(c)(3) organization located within any of the following eight East Tennessee counties: Claiborne, Cocke, Grainger, Hamblen, Hancock, Hawkins, Jefferson, and Sullivan. Private educational institutions must be non-profit and meet tax-exempt requirements to be eligible. Also eligible are organizations that are entities of government (such as Parks and Recreation, public libraries, public schools, etc.) Colleges and universities are eligible only for activities that clearly serve the needs of surrounding communities or the State and are designed to involve a broad audience. Activities that are credit-producing or are designed to involve a broad academic community are not eligible.

How Can My Organization Participate?

What kinds of projects are eligible for ABC funds?

  • Projects that involve and promote Tennessee artists.
  • Visiting artists conducting master classes.
  • Workshops, festivals, and conferences.
  • Public performances, productions and exhibitions produced by the applicant.
  • Exhibitions of art by Tennessee artists and artists from outside Tennessee.
  • Promotion, publicity and newsletters.
  • Administrative and artistic staff support.
  • Research and documentation as part of program development.
  • Consultancies and residencies for administrative and artistic activities.
  • The development of long-range planning documents.
  • Touring projects that bring professional performers to communities across the state.
  • Improved program accessibility for special constituencies, e.g., children, people living in rural communities or isolated settings, people with disabilities, people of color, and senior citizens.
  • Art in public places (in accordance with specific regulations available from the Tennessee Arts Commission's Director of Visual Arts).
  • Extensions of literary projects, journals with continuing publication, or juried anthologies.
  • Apprenticeship programs.
  • Computer software/training.
  • Technical/production support.
  • Technical assistance projects.

How Can We Apply?

Rose Center will once again represent the Tennessee Arts Commission (TAC) as the Designated Agency for the seven-county Lakeway region (Cocke, Grainger, Hamblen, Hancock, Hawkins, Jefferson, & Sullivan counties).  The Center will administer the Arts Build Communities (ABC) granting program for TAC this year, doling out over $29,000 to fund arts projects presented by a variety of non-profit organizations.  The objective of ABC is to build communities by nurturing artists, arts organizations and arts supporters in each of Tennessee’s 95 counties.

Any not-for-profit, chartered-in-Tennessee organization, or entity of government (such as schools or libraries) are eligible to apply for funding to support any arts project in the following disciplines: dance, music, opera, theater, visual arts, design arts, crafts, photography, media arts, literature, interdisciplinary, and folk arts.  Projects must commence after October 14, 2007 and end before June 15, 2008.

An ABC application is available on the TAC website
(www.arts.state.tn.us). Rose Center will hold an applicants’ workshop to assist organizations in applying for these funds on Tuesday, August 7 at 11:00 A.M. Attendees will be instructed in the application process and the regulations regarding funding.  A small lunch will be served. There is no cost for the workshop or the luncheon.

Applications will be due to Rose Center by August 31, 2007 and each will be reviewed by a panel of citizens living in and around the Lakeway area at a public, with representatives from applicant organizations invited to attend. All funding is granted on a 1-to-1 financial match basis.

This year, the Arts Build Communities funds were provided to such diverse organizations as Birthplace of Country Music in Bristol, Jubilee Project in Sneedville, Jefferson City Senior Center, the City of Bean Station, Kingsport Ballet, and West Elementary School in Morristown.
